Detaining or releasing defendants from pretrial confinement: research from David E. Krahl, Ph.D.

The  attached executive summary of research conducted by David A. Krahl of the University of Tampa, Tampa, Florida analyzed over 9,000 cases in 27 of 67 counties in the state because those were the only counties with accurate and assessable databases. Here are some highlights:

  • Less than two percent of all detainees were in a prolonged state of detention because of  being financially unable to post a surety bond

  • Twenty-nine  unsecured pre-trial release programs across the state over a 3 year period cost Florida taxpayers $95 million

  • That’s equivalent to $31.7 million a year or $87,000 per day

  • Secured pre-trial release cost Florida’s taxpayers absolutely nothing
